Tsuyuuuuu is actually pretty damned dere for Katou. Less so than he is for Sakura and Yayoi, but everyone else on Turquoise falls below him on the scale of Tree Affection. Katou gives a damn, and it shows whether he wants it to or not, and that's something Tsuyu appreciates quite a bit. Telling him to go to sleep when he was tired that time during the bodyswap game, and telling him off for not dealing with the absent-hand issue also raised Katou in his respect.
That said, amount of respect does not correlate to Tempest's treatment of anyone in any way, so that isn't exactly going to be obvious.
Katou is probably the one Tsuyu would go to if he needed advice and for some reason didn't want to bother Yayoi about it. This could be terrible.
Katou likes Tree. He's still poking him and figuring out how to relate to him, but there's definitely fondness there. So far, Tree seems to be sliding towards a "little brother" category, which means "must annoy nigh-constantly, but not allow anyone not Turquoise to fuck with". He finds Tsuyu's bouts of tsun to be less bothersome and more hilarious. He halfway wonders if it might be a sign of a shonen retard lurking under the line-face, but he doesn't want to get his hopes up.
