[Tempest doesn't even live in HQ anymore, but he does occasionally come back to make deals with gods (as grumpy as that makes him) and heal people, though contacting him can be inconsistent.

Really, it's a matter of timing. He just happens to be leaving the shrine room when Kida arrives, and the smell of human blood (even if it's just in his clothes) is pervasive enough to catch his attention.
